The Safari interface on iOS 7 is all white and bright... But you can get a cooler looking dark themed Safari interface on a iPhone or iPad, that looks like a dark transparent gray or black. The catch is, this theme is apart of Safari's Private Browsing mode. Private browsing is a feature that stops your browser from saving history records on your device.

To use Safari in Private Browsing mode and get the darker interface: 

1. On an iPhone/ iPod Touch: Tap the 'Tabs' button (the two squares), and then press 'Private'.

2. On a iPad; Open a new tab by pressing the "+" button. On the lower left corner is the button "Private", Press this to switch Safari into Private Browsing Mode.

If your Safari is appearing black, rather than a dark transparent gray - this is most likely because you have 'Increase Contrast' turned on, a setting that switches off the translucence in iOS 7.

To switch off 'Increase Contrast', go to: Settings > General > Accessibility > Increase Contrast > Switch 'Off'.
